Farm reporting update for crop year 2025:
Currently, we are at 96% completion for the annual farm reporting. That equals approximately 28 membership accounts that have not completed the required reporting.
All accounts must complete reporting, even if there are zero changes from year to year or the land is fallow.
On March 30, 2026, we will send a list of non-reporters, members who have not completed their INMP Summary Reports, to the Regional Water Quality Control Board's Compliance and Outreach Officers. Please expect to receive a letter from the Regional Board if you have not completed your reporting.
All farm reporting is completed online with your DMT (Data Management Tool) login credentials (username and password). If you have any questions, need your login or want to schedule an appointment for farm reporting assistance, please contact Martha McKeen at 707-678-1655 ext. 103 or martha-mckeen@dixonrcd.org.

Second Statewide Agricultural Expert Panel Draft Report:
Open for public comment:
State Water Resources Control Board (State Water Board) will accept comments on the Recommendations of the Second Statewide Agricultural Expert Panel (Panel) Draft Report (Draft Panel Report). The Draft Panel Report will be available on or before March 30, 2026, on the Water Board Agriculture Second Statewide Agricultural Expert Panel website at:
https://www.waterboards.ca.gov/water_issues/programs/agriculture/2025-expert-panel.html.
Comments must be submitted by 12:00pm (noon) on April 30, 2026.
The State Water Board staff will hold a public workshop on Friday,
April 10, 2026, from 2:00 pm to 6:00 pm. During the public workshop, a presentation will be provided, followed by the opportunity for verbal comments on the Draft Panel Report.

Irrigation and Nitrogen Management Plan (INMP) Worksheet:
The INMP Worksheet is prepared prior to a member’s crop season and is a farm management plan intended to assist growers in preparing for the upcoming crop season. It is a tool to help evaluate irrigation practices and anticipated crop nitrogen demand. INMP Worksheets* are required to be completed annually and should be maintained at a member’s farming headquarters or primary place of business. Please do not send the INMP Worksheet to the Coalition.
Planned: The plan for the crop year includes farming practices, expected nitrogen use and projected yields that should be entered into the worksheet by March 1 annually.
Actual: The actual nitrogen use and yield is entered into the worksheet at the end of the year or after harvest. The information you enter into this worksheet is transferred into the DMT (data management tool-online farm reporting system) at the end of the year.
*Irrigated Pasture-No nitrogen applied is exempt from completing the INMP Worksheet.
If the parcel is in an HVA-high vulnerability area susceptible to nitrogen leaching to groundwater, the INMP Worksheet/Summary requires certification. The parcel's HVA (high vulnerability area) status can be found in the DMT on the Parcels Page.
Two options for certification:
Certified by an INMP Specialist-CCA-certified crop advisor with the appropriate INMP training.
or
Self-certified by the Coalition Member-Member attends a California Department of Food and Agriculture (CDFA) training program for INMP certification.
